How to choose and migrate a US people operations stack
A practical buying and migration sequence for HR, payroll, benefits, time tracking, and recruiting, with clear ownership and a measurable acceptance test.
Start with the employee journey, not a list of modules
Draw the path from approved job opening to employee record, first shift, first payroll, benefits enrollment, and eventual departure. For each handoff, identify the person responsible, the system that owns the data, and what currently goes wrong. A recruiting platform can be excellent without being your HR system, and HR administration can be useful without being your payroll filing provider. Buying everything from one vendor may reduce duplicate entry, but only if the modules share the fields and timing your business actually needs. Conversely, a specialist tool may be worth its connection work when scheduling or recruiting is unusually complex.
- List the five most expensive recurring handoff failures.
- Mark which fields have one authoritative owner.
- Separate essential payroll delivery from optional employee experience improvements.
Build a representative workforce sample
Headcount alone does not describe your requirements. Build a synthetic sample that includes salaried and hourly workers, multiple locations, managers, new hires, and any contractor population you actually use. Include people moving between departments or locations, employees with different benefit elections, and a correction submitted after a timecard has been approved. Ask vendors to show these cases using their proposed package. Do not upload real employee banking, identification, or medical information into a casual sales demonstration. Your objective is to learn whether the workflows fit, not to complete onboarding during the buying process.
- Use fictional employee data for initial demos.
- Include at least one change with an effective date.
- Test what an ordinary manager can see compared with an administrator.
Normalize quotes around the same operating month
Ask every shortlisted vendor to price the same headcount, pay frequency, locations, modules, and service expectations. Keep the recurring platform fee separate from per-person charges, implementation, optional advice services, and benefit premiums. A PEO proposal and payroll software subscription have different service boundaries, so comparing only the headline monthly fee produces a misleading result. For time products, determine whether a location fee, active-worker count, manager seat, or scheduling tier drives the bill. Use both your current workforce and a plausible growth case. Record the cost of a quiet month as well as the month with seasonal hiring.
- Request a written inclusion and exclusion list.
- Separate broker or insurance costs from software administration.
- Include training, migration, data exports, and termination assistance in the quote review.
Prove payroll and benefits handoffs before committing
A logo in an integration directory does not establish that your exact fields synchronize in both directions. Demonstrate an approved timecard reaching payroll, a benefit deduction taking effect on the correct date, and a correction returning with a visible audit trail. Agree on who resolves mismatches: your team, the software vendor, a broker, or a third-party integration provider. Check whether new hire data appears immediately or in a scheduled batch, and whether failed records create an alert. Your payroll specialist and benefits adviser should confirm the operational setup for your business; this guide does not replace their review.
- Reconcile record counts and totals at each transfer.
- Test a failed or incomplete record and its repair process.
- Document which changes must still be entered manually.
Run parallel checks without creating duplicate payments
Before the first live payroll, reconcile imported employee records, opening balances, deduction mappings, and historical totals with the source system. A parallel calculation should compare expected outputs without accidentally submitting a second payment or filing. Establish exactly which system is authorized to pay people at each moment. Keep an issue log with an owner, severity, resolution, and retest evidence. Include employee self-service checks: can a person find the correct statement, update an allowed field, and reach support? A clean administrator screen is not enough if the employee experience fails at the first login.
- Set a clear cutover owner and rollback decision time.
- Reconcile the entire population, not only the demo employees.
- Preserve source exports and approved mapping documents.
Treat AI as a controlled workflow improvement
Evaluate AI against a specific task, such as drafting a job description, summarizing an interview, or answering a policy question from approved material. Measure how often a human must correct the output and whether the underlying source can be inspected. An attractive chat interface should not compensate for a missing payroll handoff. Recruiting products also distinguish included assistants from credit-based screening or sourcing actions: Ashby and Workable document different usage models. Interview summaries, applicant rankings, and fraud signals need a clear review process. Confirm who can enable a feature and which data it can access before extending it to the whole organization.
- Compare time saved after review, not generation speed alone.
- Document AI plan, allowance, and overage terms.
- Keep people accountable for consequential employment decisions.
Make acceptance and ownership explicit
Write a short acceptance sheet before signing. Each must-have workflow should have a pass condition, a named business owner, and the agreed plan or add-on. Examples include a corrected timesheet reaching the next payroll, a new hire completing the required onboarding tasks, and a recruiter exporting the agreed pipeline report. Assign ownership for access reviews, integration failures, content updates, and vendor renewals. A system can deteriorate after a successful launch if no one maintains department codes or approval chains. Train a backup administrator so the service does not depend on one employee remaining available.
- Require a demonstrated result for each critical workflow.
- Schedule a post-launch reconciliation and employee feedback review.
- Keep a current runbook for routine exceptions and urgent escalation.
Preserve a realistic exit route
Before migration, request examples of employee, payroll, recruiting, and time-data exports. Check whether the export includes useful history and attachments rather than only current records. Identify the format, permissions, turnaround time, and any extra cost. Record what happens to connected systems when a subscription ends and how access to historical information will be maintained. This is also a useful test of data quality: if your own team cannot explain an exported field, it will be difficult to move or reconcile it later. The best purchase is a system your team can operate confidently and leave deliberately if its needs change.
- Store field definitions with migration files.
- Test a small export during the evaluation.
- Review renewal dates early enough to make a considered decision.
